According to a representative of the
Embassy of Afghanistan in Washington, D.C., children of Afghan
parents or an Afghan parent are considered to be Afghan nationals
regardless of their place of birth (21 Jan. 1993). The
representative adds that Afghan diplomatic missions abroad issue
birth certificates and passports to these children upon request of
their parent(s). The government of Afghanistan also issues these
documents to applicants in Afghanistan who were born in
Pakistan.
