Nach einer Recherche in unserer Länderdokumentation und im Internet können wir Ihnen zu oben genannter Fragestellung Materialien zur Verfügung stellen, die unter anderem folgende Informationen enthalten:

In den ACCORD derzeit zur Verfügung stehenden Quellen konnten keine Informationen zu einer Oppositionspartei namens Undimutiun (Artarution Daschenk) gefunden werden. Es gibt jedoch zahlreiche Berichte über ein Oppositionsbündnis namens Artarutiun (mehrere Schreibweisen möglich; zu deutsch „Gerechtigkeit“, englisch „Justice“):

In einer Auflistung von electionworld.org wird die Ardartyun (Justice) als progressive Partei bezeichnet. Sie habe bei den Parlamentswahlen vom 25. Mai 2003 13,6% der Stimmen und 14 Sitze erhalten. (Electionworld.org, 24. Oktober 2004)

Am 30. März habe der Generalstaatsanwalt Anklage gegen die aus neun Parteien bestehende Allianz “Justice” und ihre Anhänger erhoben, die in Verbindung mit den Protesten der Vortage stünden:

“At the end of March 2004, two of the main opposition groups, the Artarutiun (Justice) Alliance, which consists of nine parties—including the Republic Party, the People’s Party, and the National Unity Party—joined forces and announced its campaign of action.12 On March 30, the procurator general, or attorney general, opened a criminal case against the Justice Alliance and its supporters under articles 301 (public calls for seizure of power by force) and 318(2) (publicly insulting representatives of government) of the criminal code. The procurator general stated that the charges were related to the recent protests initiated by the Justice Alliance.14 As a result of opening the criminal case, the authorities began to summon opposition leaders for questioning as witnesses.15 On April 5, Artashes Geghamian, the leader of the National Unity Party, addressed a rally in Yerevan, organized by the party, that drew an estimated 3,000 participants. As he was speaking, about two dozen men pelted him with eggs. Some fighting broke out between the rally participants and these men. When journalists present tried to film the clashes, the men attacked the journalists and smashed their cameras.16 Several hundred police stood by observing the events, but took no action.17 The Yerevan police chief reportedly defended the police inaction, stating that the police properly followed their orders to take action only in “extreme cases.”18 Police later confirmed that following the rally they detained forty-eight opposition supporters.19” (HRW, 4. Human Rights Watch (HRW) beschreibt in einem ausführlichen Bericht die nicht genehmigten Demonstationen vom 12./13. April 2004, bei denen es zu gewaltsamen Übergriffen der Sicherheitskräfte gegen oppositionelle Gruppen, darunter auch Anhänger der Allianz Justice, gekommen sei:

„From April 9 to 13, the opposition held continuous rallies in Freedom Square, despite the authorities’ announcements that the demonstrations were banned. Police threatened to intervene if the protesters tried to march through the city. Other authorities continually warned the opposition against holding unauthorized rallies, stating that it would be dealt with as a criminal offence.”

Das US Department of State (USDOS) berichtet in seinem Menschenrechtsbericht vom Februar 2005, dass die Regierung Ansuchen von Oppositionsparteien zur Abhaltung von Demonstrationen abgelehnt habe. Die Regierung habe bei kleineren nicht zugelassenen Demonstrationen nicht eingegriffen, zwischen 13. und 15. April seien 115 Personen festgenommen worden, die in Verbindung mit Protesten vom 12. und 13. April gestanden seien:

„In March and April, authorities denied several requests from opposition parties for permits to organize rallies and demonstrations in the capital and other cities. The Government did not interfere when small rallies took place without permission. However, between April 13 and 15, police detained and questioned 115 persons in connection with an April 12 and 13 protest rally that attracted an estimated 7,000 persons; approximately 35 persons were detained for up to 15 days.” (USDOS, 28.
