Die englischsprachige indische Tageszeitung Business Standard erwähnt in einem Artikel vom September 2015, dass eine Gruppe von Bauern in Haryana einen sechswöchigen Protest abgebrochen habe, nachdem die Regierung des Bundesstaates ihnen versichert habe, die den „Grundsatz der Fairness“ bei der Festlegung des Entschädigungsbetrags für das für die Umfahrung Kaithal-Titram erworbene Land zu beachten. Bauern, deren Land unter anderem in Pehowa erworben worden sei, hätten eine Entschädigung von 46 Lakh Rupien [etwa 61.300 Euro] pro Acre erhalten, während die Kaithal-Bauern 27 Lakh Rupien [etwa 35.980 Euro, Anm. ACCORD] pro Acre erhalten hätten:

„A group of farmers in Haryana today called off their six-week-old protest following an assurance by state government that it would consider the ‘principle of equity’ in deciding the quantum of compensation to them for the land acquired for the Kaithal-Titram bypass. […]

The land owners of Kaithal-Titram had launched an indefinite agitation earlier demanding compensation at par with that of other three bypasses. […] While farmers, whose land had been acquired Pehowa, Ismailabad and Kalayat Bypasses, had been awarded compensation to the tune of Rs 46 lakh per acre, the Kaithal farmers, whose 412 acres of land had been acquired for the Kaithal bypass had got a compensation of about Rs 27 lakh per acre.” (Business Standard, 6. September 2015)

Im Oktober 2014 erwähnt die englischsprachige indische Tageszeitung Hindustan Times, dass Kleinbauern aus den Ortschaften Bawal, Banipur, Aashalwas, Bagthala, Pathuhera, Ibrahimpur, Mangleshwar, Kheramurar, Bawal, Bhodhai, Kasoli, Bakhapur, Garhi Bolni, Lodhana, Pithanwas und Kasola [alle im Bundesstaat Haryana, Anm. ACCORD] den Obersten Gerichtshof angerufen hätten. Die Bauern würden angeben, ihr Land sei illegal erworben worden, da ihnen keine effektive Möglichkeit gewährt worden sei, wie im Gesetz zum Landerwerb vorgesehen, angehört zu werden:

„The agricultural land was acquired for ‘public purpose’ of development of multi-modal logistic hub, industrial infrastructure with other allied public utilities in Rewari. In this case, the Haryana government had issued a notification under Section 4 of the Land Acquisition Act, 1894, on July 14, 2011, and notification under Section 6 on July 11, 2012, for acquisition of more than 3,600 acres of land. A large number of small-scale farmers from Bawal, Banipur, Aashalwas, Bagthala, Pathuhera, Ibrahimpur, Mangleshwar, Kheramurar, Bawal, Bhodhai, Kasoli, Bakhapur, Garhi Bolni, Lodhana, Pithanwas and Kasola villages had approached the high court, raising their grievance that their land was acquired illegally by not affording them an effective opportunity of hearing under Section 5-A of the Act.” (Hindustan Times, 30. Oktober 2014)

Die englischsprachige indische Tageszeitung Economic Times erwähnt in einem Artikel vom August 2011, dass gegen die Regierung von Haryana ein Gerichtsverfahren vor dem Obersten Gerichtshof wegen des Erwerbs von 2.700 Acres fruchtbaren Landes im Bezirk Rohtak zur Stadtentwicklung anhängig sei. Laut Angaben der NGO Bharat Bhoomi Bachao Sangharsh Samiti habe der Erwerb des Landes in den Ortschaften Kheri Sadh, Baliyana und Kharawar Auswirkungen auf landwirtschaftliche und andere Produkte in dem Gebiet:

Amid controversy over the acquisition of land in a Gurgaon village for the Rajiv Gandhi Charitable Trust, the Haryana government has been dragged to the Supreme Court for acquiring over 2,700 acre of fertile land in Rohtak district for developing a township. […] While the state government is defending the acquisition of over 850 acres which also covers land for the Trust at Ullahawas village in Punjab and Haryana High Court, an apex court bench has sought its response on the land acquired in villages of Kheri Sadh, Baliyana and Kharawar. […]The taking away of the land for development of township would have impact on agricultural and other related produce in the area, the NGO [Bharat Bhoomi Bachao Sangharsh Samiti] said giving details of the loss likely to be caused by the acquisition of land in these villages.” (The Economic Times, 7. August 2011)

Der Erwerb von Land sei laut einem Artikel des Business Standard vom Juni 2011 in Haryana für Bauunternehmer ein kostspieligeres und schwierigeres Vorhaben geworden. Die Regierung des Bundesstaates behaupte, ihr Regelwerk zum Landerwerb sei das Beste Indiens, jedoch glaube die Interessensvertretung der Bauern, dass den Bauern dadurch Verhandlungsmacht entzogen worden sei. Es gebe in Haryana 34 Sonderwirtschaftszonen („Special Economic Zone“). Von diesen befänden sich 30 in der Region Gurgaon. Laut dem geänderten Regelwerk zum Landerwerb, das im September 2010 verkündet worden sei, betrage der über 33 Jahren ausbezahlte Betrag an die Landeigentümer 10,89 Lakh indische Rupien [etwa 14.512 Euro, Anm. ACCORD] pro Acre. Dies stehe dem jährlichen Betrag von 15.000 Rupien [etwa 200 Euro] pro Acre mit einer jährlichen Erhöhung um 500 Rupien [etwa 6,6 Euro] pro Acre gegenüber, der an die Landbesitzer zuvor ausgezahlt worden sei. Die überarbeitete Politik sehe einen jährlichen Betrag von 21.000 Rupien [etwa 280 Euro] pro Acre über einen Zeitraum von 33 Jahren vor, der jährlich um 750 Rupien [etwa 10 Euro] erhöht werde:

Land acquisition for industry in Haryana has become a costlier as well as tougher proposition for developers. The state government claims that its land acquisition policy is the best in the country, but the farmers’ lobby believes the policy has snatched away farmers’ bargaining power. There are 34 notified SEZs [Special Economic Zone] in Haryana. Of these, 30 are in the Gurgaon region, the IT hub adjacent to Delhi. Navin M Raheja, managing director of Raheja Developers, points out that acquiring contiguous land is the biggest challenge developers are facing in Haryana. The state government seems to have realised the problems SEZ developers are facing, and the Industrial Policy 2011 indicates that it has decided to play the role of a facilitator, subject to certain conditions. According to the revised land acquisition policy announced in September 2010, the amount paid over 33 years to landowners in Haryana works out to `10.89 lakh per acre. This is against the annuity amount of `15,000 per acre per annum with an increase of `500 every year to be paid to land owners earlier, the revised policy says landowners will be paid an annuity of `21,000 per acre per annum with an increase of `750 every year for a period of 33 years.” (Business Standard, 29. Juni 2011)

Die wirtschaftsliberale Bertelsmann Stiftung, eine deutsche gemeinnützige Denkfabrik mit Sitz in Gütersloh, schreibt in ihrem 2016 veröffentlichten Transformationsindex zu Indien, dass die Regierung Ende 2014 das Gesetz zum Recht auf faire Entschädigung und Transparenz bei Landerwerb, Sanierung und Umsiedlung von 2013 („Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act of 2013“), das mit 1. Jänner 2014 in Kraft getreten sei, geändert habe.. Die neue Verordnung erleichtere Landenteignungen, lockere Bestimmungen, die die Rückgabe von ungenutztem erworbenen Land an den ursprünglichen Besitzer gefordert hätten und ermögliche Enteignungen hinsichtlich aller Arten von Infrastrukturprojekten, darunter den Bau von Hotels und Tourismuseinrichtungen:

„With an ordinance in late 2014, the Modi government amended the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act of 2013, which had come into force on 1 January 2014. The new ordinance facilitates land expropriations, has loosened clauses that demanded for unused acquired land to be returned to its original owners, and makes expropriation possible for all kinds of infrastructure projects, including the construction of hotels and tourism facilities.“ (Bertelsmann Stiftung, 2016, S. 19)

Die internationale Menschenrechtsorganisation Amnesty International (AI) erwähnt in ihrem Jahresbericht zur Menschenrechtslage vom Februar 2016 (Berichtszeitraum 2014 und 2015) Folgendes zum Gesetz über Landerwerb:

„Im Februar 2015 brachte die Regierung einen Entwurf zur Änderung des Gesetzes über Landerwerb (Land Acquisition Bill) ein. Er sah vor, bei einer Reihe von industriellen Projekten auf die bislang notwendigen Voraussetzungen, wie die Zustimmung der Betroffenen und die Durchführung von Folgenabschätzungen, zu verzichten. Nachdem Organisationen von Kleinbauern, Vertreter der Zivilgesellschaft und politische Parteien landesweit gegen die Reform protestiert hatten, gab die Regierung im August bekannt, dass sie die geplanten Änderungen nicht weiter verfolgen werde. Viele Industrievorhaben, darunter auch staatliche Kohlebergwerke, Eisenbahnen und Fernverkehrsstraßen, wurden dennoch von der Bestimmung ausgenommen, vorab die Zustimmung der indigenen Gemeinschaften einzuholen und Studien zu den sozialen Folgen des Projekts zu erstellen. Schutzbedürftige Gemeinschaften, die in rohstoffreichen Gebieten lebten, mussten weiterhin rechtswidrige Zwangsräumungen befürchten. Das Umweltministerium war bestrebt, die bislang notwendige Zustimmung von Dorfversammlungen zu einem Vorhaben für gewisse Infrastrukturprojekte aufzuheben.” (AI, 24. Februar 2016)
