The Ninth of October Movement (NOM) is a
rebel group that has been active along the border regions of
eastern and northeastern Uganda (Indian Ocean Newsletter 6 Jan.
1996; Reuters 12 Feb. 1989; AFP 12 Nov. 1995) reputedly maintaining
camps on the Kenyan side of the border (AFP 12 Nov. 1995; Radio
Uganda 10 July 1995; ibid. 12 Apr. 1991) In 1989, the NOM claimed
responsibilty for attacks in north-eastern Uganda, around Usuku
(Reuters 12 Feb. 1989), while in 1991 Xinhua reported that there
were disturbances involving the Ninth of October Movement around
the Kenyan-Ugandan border town of Busia (9 Apr. 1991). According to
Radio Uganda, factionalism developed within the NOM in 1991;
fighting occured amongst the various groupings of the movement in
the region around their Kenyan encampments (12 Apr. 1991).
Dr. Ruhakana, foreign minister of Uganda,
issued a statement about the group in 1995, stating that the NOM
has "killed people in Tororo, particularly Resistance Council
officials, and its leaders continue to live in Kenya" (Radio Uganda
10 July 1995). Agence France Presse cites New Vision, the official
newspaper of Uganda, as stating that NOM troops had joined with
rebels from the Ugandan People's Army and the Kenyan military, and
were preparing to attack the Ugandan border in November 1995 (12
Nov. 1995). The Indian Ocean Newsletter reports that NOM is
currently operating alongside the Ugandan People's Army in the
Tororo district, in eastern Uganda (6 Jan. 1996)
The NOM is believed to have links to Milton
Obote (Indian Ocean Newsletter 6 Jan. 1996; Xinhua 24 Feb. 1991),
the exiled former president of Uganda, and leader of the Ugandan

Media reports indicate that NOM was active
in November 1995 and January 1996 (Indian Ocean Newsletter 6 Jan.
1996; AFP 12 Nov. 1995; Radio Uganda 10 July 1995). Information
could not be found on whether NOM was active from late 1994 to
1995, nor on the ideology of the NOM. Please find attached various
