Has the U.S. DOS report 1985 claim that several Salvadoran human rights organizations are controlled by the FMLN been refuted or contested? [SLV1864]

The U.S. Department of State report on El Salvador for 1985 does not discuss control of human rights organizations by the FMLN. The U.S. Department of State report on El Salvador for 1988 contains this claim. The IRBDC has not yet received the Human Rights Watch critique of the U.S. Department of State Country Reports on Human Rights Practices for 1988. However, a representative of the organization maintains that the Human Rights Watch is confident that the information provided by "Tutela Legal" is well documented, and all cases and numbers that it quotes have been investigated by the organization.
