Information on whether the National Commission for Human Rights (Comisión Nacional de Derechos Humanos) has a special programme concerning journalists and copy of any reports produced by the CNDH on that issue [MEX23644.E]

The following information was provided by the sub-director for information at Mexico's National Commission for Human Rights (Comisión Nacional de Derechos Humanos(CNDH) in Mexico City during a 24 April 1996 telephone interview with the DIRB.

The source stated that the CNDH produces one annual report every year with a chapter compiling the threats and attacks directed at journalists under the title "Programa sobre Agravios a Periodistas" (summary of attacks against journalists). The source mentioned that the report lists the full name of the journalist attacked, the date and location of the threat or attack, with a comment on its nature. The journalist's name is followed by a registration number, since the CNDH follows through only on those complaints that have been registered by the journalist at the office of the CNDH. The source added that each annual report outlines recommendations to the relevant authorities; recommendations that have been acted upon are noted in the report, as are those that have not yet been implemented..

The DIRB has received a copy of the above-mentioned chapter in Spanish covering each year from 1989 to 1995. An English translation of the document will be forwarded to Regional Documentation Centres upon reception.

This Response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
