Information on the security checks carried out in the Vavuniya railway station on passengers bound for Colombo and on security checks in the Colombo railway station on passengers arriving from Vavuniya [LKA25470.E]

The following information was provided during an 18 November 1996 information session at the DIRB in Ottawa by a Sri Lankan journalist who regularly writes on the military and political situation in Sri Lanka. The journalist stated that anyone coming from the outside needs a special pass to stay in Vavuniya, even if only for 24 hours. These passes are increasingly difficult to obtain because security is tight. In the past three months the LTTE has carried out a number of small attacks in the area, so the security forces are on guard. Passes are issued by the government at army points; these passes are checked at the rail station in Vavuniya, and there are random baggage checks as well. Trains between Colombo and Vavuniya are sometimes stopped en route and randomly checked. There are also random checks at the Colombo station, where there is heavy security. The surrounding neighbourhood in Colombo is also subject to many security checks. Also, according to the journalist, it is now very difficult to get a pass to go to Vavuniya; the process involves a long screening, with detailed questioning. It can take several days to get the pass, even with bribes, which often enter into play.
