In correspondence sent to the Research Directorate on 14 December 2005, a consular officer from from the Embassy of Israel stated the following:
A non-Jewish individual who immigrated to Israel with his Jewish wife, and got an Israeli "Travel Document in Lieu of National Passport," would be an Israeli citizen. According to the Israeli Passport Act, only Israeli citizens are issued this kind of a travel document. This document is issued to Israeli citizens in special cases only. For instance, when they are new immigrants and stayed in Israel for less than a year.
