Information on whether 21 April 1992, the date mentioned on page 26 of Issues Related to Iranian Asylum Seekers and Refugee Applications Abroad regarding the invalidity of old birth certificates and their replacement by new ones, is the announcement date or the date by which all old birth certificates must be replaced [IRN24304.E]

Sources consulted by the DIRB do not directly address the above-mentioned ambiguity. However, the two attached Moneyclips articles and the Voice of Islamic Republic of Iran report suggest that the above-mentioned date is not the date of completion of the replacement process as they state that the issuance of new birth certificates continued in 1993 and 1994.
