The attached letter responds to a request
for information which was forwarded by the DIRB to the Chilean
National Corporation of Reparation and Reconciliation, after
consultation with the Andean Commission of Jurists in Lima and the
Santiago Archbishopry's Vicaría de la Solidaridad. The
Vicaría de la Solidaridad indicated that all of its files
and research have been transferred to the National Corporation of
Reparation and Reconciliation (25 Feb. 1993). According to the
Vicaría de la Solidaridad, the National Corporation of
Reparation and Reconciliation is an autonomous body of the Chilean
government that continues the work of the Rettig Commission, which
was responsible for investigating and documenting all human rights
violations committed during the dictatorship of Augusto Pinochet
(Ibid.).
The attached letter states that Osvaldo
Santelices Aragón died on 11 December 1989 in the San
Bernardo Hospital due to thoraxic and cervical stab wounds caused
by a sharp-edged weapon (arma blanca) (República de
Chile 1 March 1993). The police determined that the authors of the
homicide were two brothers: Ernesto Mauricio and Boris Fernando
Farf n Aguileras. A judicial process is being carried out against
them in the Ninth Criminal Court of San Miguel for this homicide,
as well as for other cases of repeated theft. The accused have a
criminal background of habitual delinquency, and orders for their
arrest have been issued for the above crimes.
