Sources consulted by the DIRB do not
directly address the above-mentioned ambiguity. However, the two
attached Moneyclips articles and the Voice of Islamic Republic of
Iran report suggest that the above-mentioned date is not the date
of completion of the replacement process as they state that the
issuance of new birth certificates continued in 1993 and 1994.
This Response was prepared after
researching publicly accessible information currently available to
the DIRB within time constraints. This Response is not, and does
not purport to be, conclusive as to the merit of any particular
