IRB – Immigration and Refugee Board of Canada (Author)
A professor and researcher specializing in police and public security issues in Mexico City stated in 17 December 2004 correspondence that the judicial police of the Federal District Attorney General's office (Procuraduria General de Justicia del Distrito Federal, PGJDF) do not often wear a police uniform, unlike the preventive police (policia preventiva), who wear a uniform "all the time." The professor further explained that the PGJDF judicial police drive white cars with a map of Mexico City on the exterior (Professor 17 Dec. 2004). However, the professor noted that PGJDF officers might also use unmarked vehicles (ibid.).
According to SolutionsAbroad.com, a Website that was developed for foreign nationals working or living in Mexico, the PGJDF judicial police tend to be dressed in "plain clothes" and "drive around in white sedans (Malibus, Cavaliers, Pontiac Sunfires, Dodge Stratus, old Chrysler Spirits) with 'PGJDF' signs on the front doors" (n.d.).
The United States Department of State's October 2004 Tips for Travelers to Mexico stated that, in general, the country's judicial police do not wear uniforms. Section 2 of the Research Directorate's September 1999 Issue Paper Mexico: Police also provides a description of the judicial police in Mexico.
This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim for refugee protection.
