NATO spokesman Major Luke Knittig confirmed three NATO received "minor injuries" in the attack.
Kabul police said three Afghan civilians were also wounded in the attack.
The bomber blew himself up near a NATO convoy on a busy road in the east of the capital that is frequently used by international troops.
Police say they arrested a second man with explosives and wires on his body at the bombing site.
