Update to ECU26413.E of 24 February 1997 and ECU25202.E of 29 November 1996 on the recovery of Ecuadoran citizenship; whether there is a way to regain citizenship if an Ecuadorian renounced his/her citizenship before 1999 (July 2004) [ECU42858.E]

During a 20 July 2004 telephone interview, an official of the consular affairs section of the Embassy of Ecuador in Ottawa provided the following information.

Without knowing the details of this request, the consular affairs official could only generally describe the process taken by government officials when addressing this type of question. An Ecuadorian wishing to regain his or her citizenship would have to contact the closest Ecuador consulate and provide officials there with their name, passport and identity card as well as a letter explaining why they would want to regain their citizenship. The consulate would then relay this information to the Ministry of Foreign Affairs (Ministerio de Relaciones Exteriores) in Ecuador who would then contact the Civil Registry (Registro Civil) in order to find out more information about the Ecuadorian in question. Once this inquiry is completed, the Ministry of Foreign Affairs would then decide whether or not to grant citizenship to the Ecuadorian reclaiming citizenship.

This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim for refugee protection.
