Description: ISIS-Philippines (ISIS-P) was designated as an FTO on February 28, 2018. In 2014, a faction of ASG militants under the command of now-deceased leader Isnilon Hapilon pledged allegiance to ISIS and later formed the ISIS branch in 2016. ISIS-P was at its weakest point since forming and was composed of several factions that sometimes cooperated with elements of other local terrorist groups.
Activities: In March, ISIS-Philippines claimed it killed four Philippine soldiers in an ambush.
Strength: ISIS-P had fewer than 300 members.
Location/Area of Operation: The Philippines.
Funding and External Aid: ISIS-P was funded primarily through criminal activity, corrupt politicians, familial and tribal support, and extortion.
