Country Report on Terrorism 2024- Chapter 3 - Afghanistan

Afghanistan:  The United Nations Security Council (UNSC) reported that more than two dozen terrorist groups operated in Afghanistan, raising the concern of several countries.  The Taliban considered ISIS-K their most significant security threat and directed considerable resources to combating the group.  ISIS-K continued to conduct strikes in Afghanistan, including strikes targeting Taliban leaders and ethnic minorities.  There was no clear indication that al-Qa’ida was actively rebuilding an operational capability in Afghanistan.  However, UNSC reporting highlighted concerns of cooperation between al-Qa’ida and TTP within the region.  China consistently raised concerns about the presence of ETIM in Afghanistan.  However, the United States had not seen clear and convincing evidence that ETIM was an extant organization. UNSC reporting had stated concerns of the Islamic Movement of Uzbekistan operating in Afghanistan.  The Taliban remained a U.S. SDGT, and the Haqqani Network remained a FTO and an SDGT.  The Haqqani Network’s leader, Sirajuddin Haqqani, served as the Taliban’s so-called “Minister of Interior,” and several other Haqqani Network members held high-ranking positions in the Taliban government.
