Country Report on Terrorism 2024 - Chapter 1 - Norway

Country Overview:  Norway’s Police Security Service briefly raised its threat assessment from moderate to high on October 7, citing increased likelihood of attacks against Jewish and Israeli targets.  Norway views its greatest terrorist threat as lone actors who have been recruited online.  In 2024, Norway charged in absentia two Norwegian women known to have traveled from Norway to Syria to join ISIS for participating in a terrorist organization.  In 2024, the government deterred terrorist travel by issuing new Norwegian passports with enhanced security features.  Norway’s counter terrorist financing efforts are consistent with previous years.

2024 Terrorism Trends:  There were no terrorist incidents in Norway.  In July, the perpetrator of the 2022 mass shooting attack was sentenced to 30 years in prison but appealed the verdict.  The case is expected to reach an appellate court in the fall of 2025.  Norway extradited Arfan Bhatti from Pakistan and charged him with terrorist offenses in connection with the 2022 attack.  Police also maintained an international warrant for a Norwegian woman charged with participation in aggravated terrorism for her role in the 2022 attack.
