Die Syrische Beobachtungsstelle für Menschenrechte (Syrian Observatory for Human Rights, SOHR) berichtet Anfang April 2025 vom Tod eines Zivilisten durch die Explosion einer Granate in einem Haus in Deir ez Zor Stadt. Laut SOHR herrsche zu diesem Zeitpunkt ein anhaltendes Sicherheitschaos, Waffen seien verbreitet und Gesetze zur Kontrolle des Waffenbesitzes durch Zivilist·innen würden fehlen (SOHR, 2. April 2025). Zwei Tage danach sei es im Bezirk Al-Dschubila aufgrund persönlicher Streitigkeiten zu einer Massenschlägerei gekommen, die in eine bewaffnete Auseinandersetzung eskaliert sei. Vier Personen seien verletzt worden (SOHR, 4. April 2025).

North Press Agency (NPA) schreibt Ende April, dass unbekannte Täter·innen einen groß angelegten Diebstahl und Sabotageakt bei der General Electricity Company in Deir ez Zor (Stadtteil Tala’i) verübt hätten. Wichtige Infrastruktur sei vorsätzlich zerstört worden. Es habe sich jedoch keine Gruppe zu der Tat bekannt. NPA erklärt im Artikel weiters, dass es im Umfeld der Stadt Deir ez Zor immer wieder zu Unruhen, darunter Angriffe mutmaßlicher Mitglieder des Islamischen Staates (IS) und anderer nicht identifizierter bewaffneter Gruppen komme (NPA, 23. April 2025).

Im Mai 2025 meldet SOHR einen bewaffneten Angriff eines unbekannten Täters in Deir ez Zor, wobei ein Mitglied des Verteidigungsministeriums sowie ein/e Zivilist·in verletzt worden seien. Spannungen in der Stadt würden zunehmen (SOHR, 23. Mai 2025).

Ende Juni habe laut SOHR ein Bewaffneter versucht, Salem Al-Mutras, einen ehemaligen Kommandeur der Al-Baath-Brigade (die mit repressiven Praktiken während der Baath-Regierung in Verbindung gebracht werde), in seinem Haus ein Deir ez Zor Stadt zu erschießen (SOHR, 29. Juni 2025).

Im Juli berichtet SOHR vom Tod eines jungen Mannes, der von einem unbekannten Täter im Bezirk Al-Dschubila angegriffen worden sei. Das Opfer habe den Sicherheitskräften der gestürzten Regierung angehört (SOHR, 4. Juli 2025).

Deir Ezzor 24 veröffentlicht im August 2025 einen Artikel über die Rückkehr von Bewohner·innen in den Bezirk Al-Hamidiyah. Ein Anrainer erklärt gegenüber Deir Ezzor 24, dass es im Bezirk keinen Strom gebe und dies den Anwohner·innen große Sorgen bereiten würde, da die stockfinsteren Nächte Diebstähle und Kriminalität begünstigen würden (Deir Ezzor 24, 12. August 2025).

Auch NPA veröffentlicht im August einen Artikel über die Situation von Rückkehrer·innen in der Stadt Deir ez Zor. Ein Bewohner des Bezirks Al-Ordy berichtet, dass unter anderem Sicherheitsprobleme Bürger·innen an ihrer Rückkehr hindern würden. Ein weiterer Interviewpartner spricht von der Notwenigkeit von Schutz vor Diebstählen (NPA, 30. August 2025).

Hawar News Agency (ANHA) zitiert im November 2025 SOHR, dass es in Deir ez Zor weiterhin zur Beschlagnahmung von Häusern von Zivilist·innen durch Beamt·innen der Übergangsregierung komme. Laut einem Angehörigen eines/r Besitzer·in eines solchen Hauses, wage es niemand einzugreifen, da die Person, die das Haus beschlagnahmt habe, Verbindungen zur Übergangsregierung habe (ANHA, 12. November 2025).

Syria Untold veröffentlicht Ende November ein Portrait der Provinz Deir ez Zor, in dem es die Sicherheitslage der Provinz, inklusive der Stadt Deir ez Zor, als problematisch beschreibt. Die Stadt erlebe einen Zustrom von Militär- und Sicherheitskräften, die den Übergangsbehörden nahestehen würden. Laut dem Journalisten Abullah Jadaa herrsche Clan-Vetternwirtschaft bei der Besetzung von Verwaltungsposten. In der Provinz allgemein gebe es Hunderte bewaffneter Gruppen, die sich völlig frei bewegen würden. Offizielle Stellen wie die Allgemeine Sicherheit und die Polizei würden aufgrund vieler Falschmeldungen, fehlender Mechanismen und weitverbreiteter Waffenverfügbarkeit nicht sofort auf Meldungen von Verbrechen oder Schlägereien reagieren und es könne mindestens eine Stunde dauern, bis eine Patrouille eintreffe. Der Schutz der Städte liege laut Jadaa in den Händen von Elementen der ehemaligen Regierung und iranischer Milizen, die sich den Sicherheitskräften angeschlossen hätten. Hinzu komme die Verbreitung ehemaliger IS-Mitglieder in Zivilkleidung unter der Bevölkerung. Ein Anwohner habe im berichtet, dass er gesehen habe, wie das Nachbarhaus unter Waffengewalt ausgeraubt worden sei. Er habe jedoch die Polizei nicht verständigt, da diese zu spät gekommen wäre und er selbst habe nicht eingreifen können, da er getötet worden wäre. Syria Untold berichtet weiters von einer Auseinandersetzung zwischen mobilen Gemüsehändlern und Polizisten im Bezirk Al-Dschubila, nachdem die Verlegung des Marktes beschlossen worden war. Im selben Monat hätten Intellektuelle und Aktivist·innen in Deir ez Zor eine offene Erklärung an der Übergangspräsidenten Ahmad Al-Scharaa veröffentlicht. Darin hätten sie das Ende der Marginalisierung der Einwohner·innen von Deir ez Zor in der Stadtverwaltung gefordert und die Ausbreitung von Vetternwirtschaft und die Vergabe von Posten aufgrund von Stammesloyalität kritisiert (Syria Untold, 28. November 2025).

ANHA berichtet Anfang Dezember 2025, dass der sogenannte „Hisba-Apparat“ der IS-Mitglieder an der Euphrat-Universität in Deir ez Zor (unter Kontrolle der Übergangsregierung) wieder aufgetaucht sei. Laut SOHR sei in den Gebäuden der Universität eine Gruppe von Personen anwesend, deren Kleidung auf eine streng religiöse Ideologie hindeute, und die versuchen würden, die Kleidung von Studierenden zu kontrollieren und das Rauchen durch Einschüchterung zu verbieten. Ein Student sei wegen des Tragens einer engen Hose „vorübergehend inhaftiert“ worden. Quellen hätten die Anwesenheit solcher Personen – die sich als „Prediger“ ausgeben würden – an Universitäten und Schulen bestätigt. Sie würden sich in administrative, pädagogische und öffentliche Angelegenheiten einmischen. ANHA berichtet weiters, dass in der Stadt Deir ez Zor zur gleichen Zeit eine spürbare Verschlechterung der Sicherheitslage zu beobachten sei, darunter die Ausbreitung von Drogen. Bezirke wie Al-Dschura, Tahtouh, Al-Dschaz und Al-Qusour hätten sich zu Brennpunkten für wachsende Bandenkriminalität, vermehrte Belästigungen und häufige Schlägereien entwickelt. Laut SOHR vergehe kaum ein Tag ohne Verletzungen aufgrund der weit verbreiteten Waffen und des Fehlens effektiver Sicherheitsvorkehrungen (ANHA, 6. Dezember 2025).

SOHR meldet Mitte Dezember die Tötung eines Zivilisten im Bezirk Al-Dschura durch einen unbekannten Bewaffneten (SOHR, 17. Dezember 2025).

Deir Ezzor 24 berichtet ebenfalls im Dezember, dass das Pionierbataillon der 66. Division der syrischen Armee seine Operationen zur Beseitigung von Kriegsresten und Landminen in Wohngebieten der Stadt Deir ez Zor fortsetze. Laut Militärkommandeur Abu Omar hätten Bewohner·innen des Viertels Al-Huwaidschi um Hilfe gebeten und die 66. Division entferne Kriegsreste und Streumunition, die in dem Gebiet verstreut liegen würden, was eine unmittelbare Bedrohung für das Leben der Bewohner·innen darstelle (Deir Ezzor 24, 21. Dezember 2025).

UN News meldet am 20. Jänner im Rahmen eines Artikels über die Auswirkungen der Kämpfe zwischen syrischem Militär und den SDF in den Provinzen Aleppo, Raqqa, Deir ez Zor und Al-Hassaka, die zur Kontrollübernahme durch die syrische Übergangsregierung und in der Folge zu einem Waffenstillstand geführt hätten, dass in der Stadt Deir ez Zor öffentliche Dienstleistungen eingestellt und wichtige Verkehrswege vorübergehend gesperrt seien. Dadurch sei die Zivilbevölkerung von Bildungseinrichtungen und Gesundheitsversorgung abgeschnitten (UN News, 20. Jänner 2026).

Al Jazeera berichtet, dass mit 21. Jänner 2026 die Truppen der Übergangsregierung Teile der Stadt Deir ez Zor, die zuvor von unter der Kontrolle Syrischen Demokratischen Kräften (SDF) gestanden hätten, übernommen hätten und die Stadt Deir ez Zor sich seither vollständig unter der Kontrolle der Übergangsregierung befinde (Al Jazeera, 21. Jänner 2026).

According to the Observatory, these individuals have been engaging in what it described as intimidating practices toward male and female students, including the ‘temporary detention’ of a student for wearing tight pants, and banning smoking on campus through coercive and persuasive methods. […]

Sources confirmed that the presence of these individuals—posing as ‘preachers’—in universities and schools, and their interference in administrative, educational, and public matters, has negatively affected teachers, administrators, and students. The situation is increasingly being described as a revival of what was previously known as the ‘Hisba apparatus’ during ISIS rule.

Meanwhile, Deir ez-Zor city is witnessing a noticeable deterioration in security, including the spread of drugs and a rise in the number of users. According to a correspondent on the ground, the attack occurred in the Tala’i area, near the youth housing zone in the city, where assailants looted approximately 1.5 kilometers of aluminum wiring—estimated to weigh around 2.25 tons—and intentionally destroyed key infrastructure.

Witnesses at the scene reported that the perpetrators fired directly at ceramic electrical insulators during the raid, shattering them completely and rendering key systems inoperable. Shattered components were found strewn across the premises of the electricity company.

The latest act of vandalism highlights ongoing challenges facing public infrastructure in Deir ez-Zor, a region long marred by instability and contested control. While no group has claimed responsibility, the incident adds to a pattern of thefts and sabotage targeting essential services in Syria’s east, often linked to the security vacuum created by competing armed groups and fragile governance structures.

Although Deir ez-Zor city remains under government control, areas surrounding it—particularly in the countryside to the east—have seen intermittent unrest, including attacks by suspected ISIS remnants and other unidentified armed elements. Some 15 years after the start of the uprising, veteran journalist Abdullah Jadaa explains that Deir ez-Zor today bears little resemblance to the city it was before the fall of the regime. ‘Clan nepotism is evident in administrative appointments, and this approach has transcended the divide between rural and urban areas, sparking criticism even within the clans themselves. On top of that, there are hundreds of armed groups in the province that do not alert the Ministry of Defence or the Interior, most from the former National Defence Forces or the Tribal Army once affiliated with Iran: they now move with complete freedom. Official agencies such as the General Security and the police do not respond immediately when a crime or fight is notified, but wait for three reports of the same incident, due to the large number of false claims, lack of mechanisms, and the proliferation of weapons. Even when they do respond, it can take at least an hour for the patrol to arrive’.

Journalist Jadaa points out that ‘the actual protection of the towns is in the hands of elements of the former regime and Iranian militias after they joined the public security forces, with the presence of some migrants affiliated with the Syrian Ministry of Defence near the river opposite the SDF [Syrian Democratic Forces] areas, and the spread of former ISIS [Islamic State of Iraq and Syria] members among the population in civilian clothing. In short, the security situation here is bad. A while ago, a local resident told me that he saw his neighbours' house being robbed at gunpoint, but he did not report it to the police because he knew that the robbers would finish the job before the police arrived and he could not intervene: he would be killed’. Untold was unable to verify this information on the ground.

The situation does not stop there. Last June, a fight broke out between mobile vegetable sellers near Al-Koukh in the Al-Jabaila area of Deir ez-Zor and police officers after the decision to relocate the popular market. In the same month, a number of intellectuals and activists in Deir ez-Zor issued an open statement (signed by 570 people) addressed to transitional president Ahmad al-Sharaa, entitled ‘The National Statement of the People of Deir ez-Zor’. It called for an end to the marginalisation of Deir ez-Zor residents in the administration of their city and for corruption to be addressed, criticising the spread of nepotism and appointments based on tribal loyalties.“ (Syria Untold, 28. November 2025)
