Zugriff der Behörden der Demokratischen Autonomen Verwaltung in Nord- und Ostsyrien (Democratic Autonomous Administration of North and East Syria, DAANES) im „Operation Peace Spring“-Gebiet

Es konnten im Rahmen der Onlinerecherche keine Informationen zur Möglichkeit des Zugriffes der Behörden der DAANES im Gebiet mit türkischer Präsenz seit der Operation „Peace Spring“ gefunden werden. Gesucht wurde auf Arabisch, Deutsch, Englisch und Türkisch mittels ecoi.net, Factiva und Google nach einer Kombination aus folgenden Suchbegriffen: Syrien, Norden, Türkei, Tel Abyad, Ras al-Ain, Zugriff, Einsatz, Zutritt, Operation Peace Spring, SDF, DAANES, AANES

Ausübung staatlicher Autorität

Die Unabhängige Internationale Untersuchungskommission zur Arabischen Republik Syrien schreibt in einem Bericht an den Menschenrechtsrat der Vereinten Nationen vom August 2020, dass in Gebieten unter effektiver türkischer Kontrolle die Türkei die Verantwortung trage, die öffentliche Ordnung und Sicherheit so weit wie möglich zu gewährleisten (HRC, 14. August 2020).

Die türkischen regierungsnahen Tageszeitungen Hürriyet Daily News und Daily Sabah berichten im Herbst 2019 von der Einrichtung von Gemeinderätes in den Städten Tel Abyad (Hürriyet Daily News, 28. Oktober 2019) und Ras al-Ain (Daily Sabah, 8. November 2019). Laut einem Artikel von 2022 sei der Gemeinderat in Tel Abyad mit Unterstützung der Türkei eingerichtet worden und habe Verbesserungen in den Bereichen Bildung, Gesundheit, Transport, Wirtschaft, Landwirtschaft und Viehzucht erreicht (Daily Sabah, 19. Juni 2022).

Das Carnegie Middle East Center erklärt in einem Artikel vom Oktober 2020, dass das Gebiet zwischen Ras al-Ain und Tel Abyad eng mit der Türkei verbunden sei und seine Grenzen zum Rest von Syrien geschlossen habe. Die Verwaltung, Dienstleistungen und Handel betreffend sei das Gebiet mit der türkischen Provinz Şanlıurfa verbunden. Jeder Gemeinderat hab eine/n Koordinator·in, der/die der Provinz Şanlıurfa zugeteilt sei. Die Koordinator·innen würden die Gemeinderäte dabei unterstützen, logistische Unterstützung und Finanzierung sicherzustellen, die für die Durchführung von Dienstleistungsprojekten erforderlich seien. Sie würden weiters bei der Koordinierung der Bereitstellung türkischer Hilfe für lokale Stellen durch die Übergangsregierung der syrischen Opposition (weitere Informationen zur Übergangsregierung finden Sie unten, Anmerkung ACCORD) unterstützen, unter anderem in den Bereichen Gesundheitsversorgung, Eigentums- und Personenstandsregistrierung sowie Bildung. Das Ausmaß der Involvierung sei durch die Tatsache veranschaulicht, dass der Gouverneur von Şanlıurfa, Abdullah Erin, Ras al-Ain und Tel Abyad besucht habe, als die Übergangsregierung 2019 die Bildung der Gemeinderäte verkündet habe (Carnegie Middle East Center, 2. Oktober 2020).

Enab Baladi bestätigt im März 2024, dass die Türkei die Städte Tel Abyad und Ras al-Ain verwalte. Dienstleistungseinrichtungen würden vom Zentrum der türkischen Provinz Urfa (auch Şanlıurfa, Anmerkung ACCORD) beaufsichtigt. Der Gemeinderat überwache die Durchführung von Dienstleistungsprojekten in der Stadt (Enab Baladi, 26. März 2024).

Human Rights Watch (HRW) schreibt in einem Bericht vom Februar 2024, dass die Türkei in militärischer Hinsicht durch ihre Streitkräfte und Geheimdienste Kontrolle über die von ihr besetzten syrischen Gebiete ausübe. Türkische Militär- und Geheimdienste hätten laut einem Briefing des Newlines Institute Kontrolle über die (in der Region präsenten, Anmerkung ACCORD) Fraktionen der Syrischen Nationalen Armee (Syrian National Army, SNA) (HRW, Februar 2024, S. 17). In administrativer Hinsicht behandle die Türkei laut HRW die von ihr besetzten Gebiete als Teil der Türkei. Die Provinzbehörden von Kilis, Gaziantep, Hatay und Şanlıurfa würden neben den von der Türkei eingesetzten Gemeinderäten, deren Vertreter·innen oft von der Türkei genehmigt oder ernannt würden, direkt die Bereitstellung von Bildung, Gesundheit, Finanz- und Bankdienstleistungen sowie humanitärer Hilfe in den angrenzenden Gebieten Syriens unter türkischer Kontrolle überwachen. Die türkische Lira habe in diesen Gebieten die syrische Währung ersetzt. Finanzdienstleistungen würden ausschließlich von türkischen Banken und der türkischen Post erbracht. Elektrizität werde von türkischen Unternehmen und über das Stromnetz der Türkei bereitgestellt und Gesundheitseinrichtungen würden von türkischen Gesundheitsdirektionen überwacht. Türkisch werde als Zweitsprache in Schulen unterrichtet und erscheine neben Arabisch auf Straßenschildern und Wahrzeichen (HRW, Februar 2024, S. 18). Von der syrischen Regierung ausgestellte Personalausweise würden in Gebieten unter türkischer Besatzung nicht mehr akzeptiert. Stattdessen müssten Bewohner·innen einen vom Gemeinderat ausgestellten Personalausweis mit Informationen auf Türkisch und Arabisch erwerben (HRW, Februar 2024, S. 19).

Laut dem Newlines Institute for Strategy and Policy spielt die SNA neben türkischen Streitkräften, Geheimdiensten, staatlichen Behörden, Unternehmen und NGOs eine dominante Rolle bei der Verwaltung der Regionen (Newlines Institute, 7. Dezember 2022).

Die Nationalkoalition syrischer Revolutions- und Oppositionskräfte (National Coalition of Syrian Revolution and Opposition Forces, SOC) berichtet auf ihrer Webseite im Oktober 2023 von einem Treffen zwischen einer Delegation der SOC und dem syrischen Stammesrat in der Stadt Tel Abyad um die Sicherheitslage und landwirtschaftliche Herausforderungen zu besprechen (SOC, 26. Oktober 2023). Im November 2023 sei ein neues Büro der Syrischen Übergangsregierung (Syrien Interim Government, welche von der SOC gegründet wurde, Anmerkung ACCORD) in Ras al-Ain eröffnet worden. Die Eröffnung des neuen Büros solle die Struktur der Übergangsregierung stärken und die Kommunikation mit der lokalen Bevölkerung verbessern. Der Chef der syrischen Übergangsregierung, Abdurrahman Mustafa sei mit einer Delegation, bestehend aus Mitgliedern der SOC, des Syrischen Stammesrates und der Vorsitzenden der Gemeinderäte von Ras al-Ain und Tel Abyad durch die Stadt gegangen, um mit der Lokalbevölkerung zu sprechen (SOC, 10. November 2023). Im September 2024 habe sich der Präsident der SOC, Hadi Al-Bahra, mit Repräsentanten des Gemeinderats von Ras al-Ain getroffen. Letztere hätten über die Lebensbedingungen in der Stadt sowie die Bedürfnisse des Rates und die Herausforderungen, vor denen er stehe, berichtet (SOC, 16. September 2024).
