Sicherheitslage in Nordostsyrien

Ein im Februar 2022 veröffentlichter Bericht des Center for Strategic and International Studies (CSIS) beschreibt die Sicherheitslage im Nordosten des Landes im Vergleich zum Nordwesten als „relativ ruhig“ (CSIS Middle East Program, 15. Februar 2022, S. 9), ein Bericht des Protection Cluster spricht jedoch von einer fragilen Sicherheitslage im Jahr 2021 (Protection Cluster, 6. April 2022, S. 3).

Ein Bericht der US-amerikanischen Denkfabrik Center for American Progress (CAP) führt aus, dass die Türkei und ihre syrischen Stellvertretermilizen in der von ihr kontrollierten Region zwischen Tall Abyad und Ras Al-Ayn ihre Position ausgenützt hätten, um Druck auf die kurdische Autonome Administration von Nord- und Ostsyrien auszuüben. Dafür hätten sie Städte an der strategisch sensiblen Straße M4 beschossen, um die Position der SDF gegenüber Russland und der syrischen Regierung zu schwächen (CAP, 26. Mai 2021, S. 33). Im April 2022 berichtet North Press Agency, dass laut Angaben der SDF die Türkei und verbündete Oppositionsgruppen seit Beginn des Monats etwa 48 Granaten auf Dörfer in der der Nähe des Ortes Ain Issa und in der Umgebung der Schnellstraße M4 abgeworfen hätten. Weitere 63 Granaten und Artilleriebeschuss sei in anderen Dörfern der Region dokumentiert worden. Ein Zivilist sei bei Granatenbeschuss verletzt und sein Haus beschädigt worden (North Press Agency, 19. April 2022).

Im Zeitraum von 2021 bis Anfang 2022 hätten die SDF in den von ihnen kontrollierten Gebieten östlich des Euphrat Razzien durchgeführt, um mutmaßliche Mitglieder der Gruppe Islamischer Staat (IS) aufzuspüren; dabei seien einige dieser Razzien durch Luftangriffe der von den USA angeführten globalen Koalition gegen den IS unterstützt worden (SHRC, 9. Jänner 2022; S. 50; Rudaw, 13. Dezember 2021; North Press Agency, 8. Mai 2021; USDOD, 8. Februar 2022, S. 72-73). Während Al-Monitor im Juni 2021 feststellt, dass die SDF die Lage in der Provinz Raqqa „stärker im Griff“ hätten und die Bewegung von IS-Zellen dort eingeschränkt sei (Al-Monitor, 30. Juni 2021), habe ein SDF-Militärführer in der Provinz Deir Ezzor im Oktober 2021 erklärt, dass Anti-Terror-Einheiten jeden Tag mindestens eine Operation gegen IS-Mitglieder in nahe gelegenen Städten durchführen würden (The Guardian, 14. Oktober 2021).

Deir Ezzor wird als die Region unter der kurdisch geführten Autonomieverwaltung mit einer arabischen Mehrheit beschrieben, in der 2021 die meisten IS-Angriffe stattfanden und in der noch viele IS-Mitglieder leben sollen (RIC, Februar 2022, S. 2). Das Armed Conflict Location & Event Data Project (ACLED) der University of Sussex[1] dokumentierte im Zeitraum von Oktober 2021 bis Ende April 2022 die Gruppe IS als verantwortlich für 20 sicherheitsrelevante Vorfälle in Deir Ezzor, darunter Anschläge mit improvisierten Spreng- und Brandvorrichtungen, zumeist auf Sicherheitskräfte (Asayish) und Militärkräfte (SDF), aber auch gezielte Tötungen (ACLED, 22. April 2022). Lokale Quellen berichteten, dass der IS Entführungen und Ermordungen durchgeführt habe, die sich gegen SDF-Mitglieder, Personen, die für die kurdische Autonomieverwaltung arbeiten würden, Stammesführer sowie Zivilisten gerichtet hätten, vor allem in ländlichen Gegenden der Provinz Deir Ezzor (North Press Agency, 3. Dezember 2021; North Press Agency, 13. Jänner 2022; North Press Agency, 16. Februar 2022; Syria TV, 29. März 2022; North Press Agency, 28. April 2022).

Zu Beginn des Jahres 2022 habe sich Berichten zufolge die Sicherheitslage in dem von den SDF kontrollierten Gebiet aufgrund verstärkter IS-Aktivitäten verschlechtert (Asharq Al-Awsat, 28. Februar 2022). Am 20. Jänner 2022 hätten IS-Kämpfer einen Angriff auf das Al-Sina'a-Gefängnis in der Stadt Hasaka begonnen, in dem Personen, die einer IS-Mitgliedschaft verdächtigt würden, festgehalten würden (HRW, 4. Februar 2022; MEI, 14. Februar 2022). Einige Tage später hätten die SDF die Rückeroberung des Gefängnisses und die Kapitulation der verbliebenen IS-Kämpfer im Gefängnis verkündet, die Kämpfe in der Umgebung des Gefängnisses hätten jedoch bis zum 30. Jänner angedauert (USAID, 4. Februar 2022, S. 3). Bei dem Angriff auf das Gefängnis habe es sich um den größten Angriff der Gruppe IS seit dem Verlust ihres Territoriums in Syrien im Jahr 2019 gehandelt (OHCHR, 25. Jänner 2022). Die Zusammenstöße zwischen IS-Kämpfern und SDF hätten dabei zu einer unbestimmten Zahl von Opfern unter der Zivilbevölkerung und zur vorübergehenden Vertreibung von bis zu 45.000 Einwohner·innen aus dem südlichen Teil der Stadt geführt (UNOCHA, 23. Jänner 2022, S. 1). Nach dem Angriff auf das Gefängnis berichtete eine lokale Medienquelle von Dutzenden willkürlichen Verhaftungen, die sich gegen arabische Anwohner·innen gerichtet hätten. Ihnen sei vorgeworfen worden, Mitglieder des IS zu sein (Euphrates Appeal Media Network, 1. Februar 2022). Anfang Februar 2022 sei die Mehrheit der Vertriebenen Berichten zufolge in ihre Häuser zurückgekehrt, während etwa 100 Menschen weiterhin in einer Sammelunterkunft untergebracht gewesen seien (USAID, 4. März 2022, S. 2).

Im Februar 2022 sei die Zahl der IS-Aktivitäten in der Provinz Deir Ezzor auf ihren niedrigsten Stand zurückgefallen, wobei sie im März wieder leicht angestiegen sei (CEP, 4. April 2022). Im April 2022 habe der IS offiziell 23 Angriffe in von SDF kontrollierten Gebieten in Deir Ezzor für sich reklamiert, im Vormonat seien es lediglich neun Angriffe gewesen (CEP, 2. Mai 2022).

Sicherheitslage insbesondere in der Grenzregion um Semalka

Laut Carnegie Endowment for International Peace befinde sich der Nordosten Syriens seit 2012 unter Kontrolle der Partei der Demokratischen Union (PYD, die im Gebiet unter kurdischer Selbstverwaltung dominante Partei, Anm. ACCORD). Zu diesem Gebiet gehöre auch der Grenzübergang Semalka (CEIP, 30. März 2021).

ACLED registriert im Zeitraum vom Oktober 2021 bis zum 21. April 2022 für den Distrikt Al-Malikiya (Derek), der auch die Grenzregion um Semalka umfasst, 29 sicherheitsrelevante Vorfälle (Gewalt gegen Zivilist·innen, Explosionen und Fernangriffe, Unruhen), darunter zwölf gegen den IS gerichtete Operationen der SDF sowie elf Artillerie- oder Drohnenangriffe der Türkei. Insgesamt seien bei den sicherheitsrelevanten Vorfällen 15 Personen getötet worden, darunter mehrheitlich Mitglieder der SDF (ACLED, 22. April 2022).

Voice of America (VOA) berichtet im Dezember 2021, dass es am Grenzübergang Semalka – Faysh Khabur zu Zusammenstößen zwischen Demonstrant·innen der Partei der Demokratischen Union (PYD), der de facto regierenden Partei im Nordosten Syriens, und Sicherheitskräften der Regionalregierung Kurdistans (KRG) gekommen sei. Der Vorfall habe die irakisch-kurdischen Behörden dazu veranlasst, den Grenzübergang auf unbestimmte Zeit zu schließen (VOA, 22. Dezember 2021). Im Jänner 2022 sei der Grenzübergang nach einem Monat wieder geöffnet worden (North Press Agency, 24. Jänner 2022).

Informationen zur Bewegungsfreiheit in den Gebieten unter kurdischer Selbstverwaltung; Auswirkung von Regierungsstützpunkten

Die Justice for Life Organization (JFL) schreibt in einem Bericht vom Februar 2022, dass Personen, die in Gebieten registriert seien, die nicht unter Kontrolle der Autonomen Selbstverwaltung (Autonomous Administration of North and East Syria, AANES) stehen würden, eine sogenannte Expat-Karte benötigen würden, um das AANES-Gebiet zu besuchen bzw. um durch dieses Gebiet zu reisen oder sich dort niederzulassen. Die Verordnung zur Expat-Karte verlange den Besitz der Karte nicht nur von Einreisenden in die Gebiete der Autonomieverwaltung, sondern auch von Einwohner·innen der Region, die in Gebieten unter Regierungskontrolle gemeldet seien.

Die von den Sicherheits- und Militärkontrollpunkten der kontrollierenden Kräfte im Nordosten Syriens auferlegten Beschränkungen würden laut JLF die Bewegungsfreiheit der Zivilbevölkerung beeinträchtigen. Ein Mann aus der Provinz Deir Ezzor habe für eine medizinische Behandlung in das AANES-Gebiet einreisen wollen, sei jedoch an einem Checkpoint vor der Stadt Hasaka von den SDF an der Weiterreise gehindert worden. Ein Bauer sei eigenen Angaben zufolge auf der Straße von Hasaka nach Qamischli an einem Checkpoint angehalten worden und man habe von ihm das Vorlegen der Expat-Karte verlangt, da er eigentlich in Deir Ezzor registriert sei. Ihm sei mitgeteilt worden, dass man ihn beim nächsten Mal nicht durchlassen werde. (JFL, Februar 2022, S. 2-5)

Die syrische Nachrichtenagentur North Press Agency berichtet im Jänner 2021, dass die Schnellstraße M4, die die Orte Tall Tamer mit Ain Issa verbinde, nach einer einmonatigen Sperrung wieder für Zivilist·innen und Handelskonvois freigegeben worden sei. Die Straße sei zuvor gesperrt worden, da die türkische Armee und verbündete Oppositionsgruppen anhaltende Angriffe in der Umgebung von Ain Issa durchgeführt hätten. Sie sei zuvor erst im Mai 2020 nach langen Gesprächen zwischen der türkischen und der russischen Seite wieder geöffnet worden, um Zivilist·innen den Weg von Tall Tamer nach Ain Issa mit russischen Garantien zu ermöglichen. Lokalansässige hätten zu der Zeit die Straße von Tall Abyad als Alternative zur M4 genutzt, seit die bewaffneten Gruppen im Oktober 2019 Teile der M4 unter ihre Kontrolle gebracht hätten. Die M4-Schnellstraße sei die wichtigste Wirtschaftsroute im Nordosten Syriens (North Press Agency, 2. Jänner 2021). Im Jahr 2019 hätten die Türkei und mit ihr verbündete Oppositionsgruppen während der türkischen Invasion in Sere Kaniye (Ras Al-Ain) und Tall Abyad Teile der M4 unter ihre Kontrolle gebracht und hätten Zivilist·innen, die auf der Straße unterwegs gewesen seien, angegriffen (North Press Agency, 13. September 2020).

Das deutsche Bundesamt für Migration und Flüchtlinge (BAMF) berichtet im April 2021 folgendes über Auseinandersetzungen zwischen den SDF und den mit der syrischen Regierung verbündeten Nationalen Verteidigungskräften (NDF) in der Stadt Qamischli, die teils von der Autonomen Selbstverwaltung, teils von der syrischen Zentralregierung kontrolliert wird:

„Die kurdisch geführten Demokratischen Kräfte Syriens (SDF) berichteten am 21. 04.21 von einem Angriff der sogenannten Nationalen Verteidigungskräfte (NDF) auf einen Checkpoint in der Stadt. Die NDF ist eine Miliz, die auf der Seite der Zentralregierung in Damaskus steht und in die Organisationsstruktur der syrischen Streitkräfte mit aufgenommen wurde. Ein Angehöriger der kurdischen Sicherheitskräfte, bekannt als Asayîş oder Asayesch, kam bei anschließenden Kämpfen mit der NDF-Miliz ums Leben. Qamischli steht mehrheitlich unter der Kontrolle der SDF. In einzelnen Stadtteilen und um den Flughafen sind jedoch Sicherheitskräfte der Regierung aus Damaskus für die öffentliche Sicherheit verantwortlich. Was zum Ausbruch der jüngsten Kämpfe geführt hat, ist nicht bekannt.“ (BAMF, 26. April 2021, S. 9)

In einem Artikel des Middle East Institute vom Juli 2021 wird detailliert beschrieben, welche Teile der Stadt Qamischli sich unter Kontrolle der Regierung befinden würden, wie unter anderem der Grenzübergang zur Türkei sowie das Zunud-Viertel. Südlich der Schnellstraße M4 kontrolliere die Regierung mehr als 20 Dörfer, die sich die sich 20 Kilometer südlich der Stadt über ein 10 Kilometer weites Gebiet erstrecken würden. Dort seien NDF-Formationen zusammen mit einigen Checkpoints und Sicherheitstrupps stationiert (MEI, 8. Juli 2021)

„The recent battle between the NDF [National Defence Forces] and the Asayish forces imposed new boundaries of territorial control between the conflicting parties. The AANES [Autonomous Administration of North and East Syria] strengthened its influence inside Qamishli at the expense of the regime, which lost part of its security square, including the Tayy neighborhood. Yet the regime’s forces maintained their presence in the security square in the neighboring city of Hasaka. Thus, the boundaries of control for each party shifted as follows:

The areas inside the city of Qamishli controlled by the Syrian regime can be divided into four parts. The first, in the north of the city, includes the border crossing with Turkey, the security square, and the headquarters of the Ba’ath Party. The second includes the government square west of the al-Wusta neighborhood, which includes several service departments, in addition to the district directorate and the courthouse. The third includes the National Hospital and the Agricultural Club, along with the Qamishli Airport, which is controlled by the Russians. And the fourth includes the areas east of the city, a military detachment, and the eastern police station.

As for the south of Qamishli, the regime controls the Znoud neighborhood, through the headquarters of the 54th Special Forces Regiment, up to the M4 road. The M4 road was closed as the Turkish army and its affiliated armed opposition groups launched continuous attacks on the vicinity of the town of Ain Issa, north of Raqqa. Russian military police armored vehicles escorted the convoy, which included dozens of commercial trucks and civilian cars, to ensure that they were traveling on the road. The highway was reopened in May 2020, after long talks between the Turkish and Russian parties to allow civilians to cross from Tel Tamr to Ain Issa with Russian guarantees, according to Pavel Igorian, the Russian officer at the Russian Reconciliation Center in Syria, in a previous statement to North Press. Residents had been using Abyad road, which contains large potholes in addition to the long distance, as an alternative to the M4 highway since the armed groups took control of parts of it in October of 2019. Civilians accompanying the convoy told North Press that the re-opening of the M4 shortened them great distances, as it took more than six hours to reach from Ain Issa to the city of Hasakah. „On Tuesday, the Syrian Democratic Forces (SDF) said that Turkey has escalated its attacks on northeast Syria since the beginning of this April, taking advantage of the silence of the guarantors of the ceasefire agreement, in reference to the US and Russia. The SDF revealed the total toll of the Turkish attacks on northeast Syria since the beginning of this April, saying that Turkey and the affiliated opposition factions have intensified their attacks on populated areas in the countryside of Ain Issa town in the northern countryside of Raqqa. Since the beginning of this month, the villages of Mu’allaq, Sayda, Jeddah, Ain Issa camp, and the vicinity of the M4 highway, have been subjected to ten attacks, and about 48 different shells have fallen on the aforementioned areas. The village of al-Musherfa was subjected to 13 attacks, and 63 shells fell on the village and its surroundings, according to SDF statement. The villages of Umm al-Baramil, Hawija, al-Fatsa, al-Ghazli and Skairo have been hit with artillery shelling five times since the beginning of the month. The aforementioned villages were hit more than 40 rockets, artillery and mortar shells, in addition to daily targeting with medium machine guns. On April 16, a civilian called Hassan Hamad al-Salama, was injured in the Turkish bombing of the village of al-Ghazli. Parts of his house was destroyed in the bombing and a number of his livestock was killed, too. On April 9, the village of al-Arida in the countryside of Tel Abyad, was attacked by dozens of shells. The incident prompted Iraqi Kurdish authorities to close the border point indefinitely. In addition to preventing the movement of travelers, the border shutdown has interrupted the transportation of commodities into northeast Syria, prompting fears it could cause a shortage of basic supplies in Syria.
