Information on the response of state authorities to harassment and illegal activities committed by Kach party members [ISR19130.E]

Please consult the attachments from Revolutionary and Dissident Movements: An International Guide and The Jerusalem Report (24 Mar. 1994a) for information on the anti-Arab right-wing Kach party. The attached May 1993 article from Le Monde also provides information on Kach and on fundamentalist Jewish movements in Israel.

After the massacre of Palestinian Muslims in Hebron on 25 February 1994, five settlers reported to be Kach members were ordered detained without trial (Reuters 2 Mar. 1994, 50; Middle East Times 20 Mar. 1994; Jerusalem Report 24 Mar. 1994, 12-13; ibid. 21 Apr. 1994, 5 ). The settlers were eventually arrested (ibid.; Le Monde 14 Mar. 1994; International Herald Tribune 4 Apr. 1994). Both Kach and its splinter group Kahane-Hai were banned by the Israeli government shortly after the massacre (ibid.; BBC Summary 17 Mar. 1994; Manchester Guardian Weekly 20 Mar. 1994; AFP 18 Sept. 1994).

Various attachments to this Response discuss the arrests of Kach members for armed attacks on Palestinians (The Washington Post 4 May 1989, 14; AP 9 Nov. 1990; Xinhua 19 Dec. 1993). The attached Libération discusses the arrest of four Kach members/sympathizers suspected of smuggling arms to be used in anti-Palestinian attacks (27 February 1994, 63). According to one report, Kach members have also been detained for harassing Palestinians (AP 28 Jan. 1990, 10-11).

Kach made death-threats against Ukrainian-born John Demjanjuk, the man accused of Nazi war crimes (USA Today 21 Sept. 1993).
