In a 22 June 1998 telephone interview with
the Research Directorate, an official at the Embassy of Ethiopia in
Ottawa stated that a child needs a birth certificate or a residence
card or permit to enter elementary school in Ethiopia. According to
the official, this rule applies to all regions of the country,
including Harar.
