On 5 May 2000, a representative of the Constitutional Rights Project (CRP), a non-profit agency devoted to constitutional rights in Nigeria, stated that most Nigerians identify themselves with the National Driver's Licence, issued by the Federal Road Safety Commission, or the Nigerian passport, issued by the Nigerian Immigration Service. With regard to foreigners living in Nigeria, the CRP representative stated that most receive residency certificates, also issued by the Nigerian Immigration Service (ibid.). This source stated that the plan to introduce a national Nigerian identity card has not yet been implemented (ibid.).
On 3 May 2000, a representative of the Committee for the Defence of Human Rights (CDHR) stated that a birth certificates are issued in Nigeria by the National Population Commission. He added that not all Nigerians have a birth certificate, that those who do not have such a document may obtain an affidavit from a Commissioner of Oaths (ibid.). The Driver's Licence, according to the CDHR representative, may be issued by the Federal Road Safety Commission, by the Ministry of Transport or by the local government (ibid.). Foreigners living in Nigeria receive residence permits issued by the Immigration Service (ibid.).
