According to a Professor of History at Carleton University who knows Russia well, it is very easy to buy documents in Russia, especially in Moscow, at the present time (13 Sept. 1993). This was corroborated by a researcher at Department of National Defence who has recently returned from Moscow (13 Sept. 1993).
