Information on whether government offices, including the Dhaka City Corporation (Nagar Bhaban), were open on 1 January 1996 to issue an extract from the Registrar of Birth (Rule 21), and information on the differences between the issuing date of a birth certificate and the registration of birth [BGD25354.E]

The following information was provided by The Law Associates, a law firm in Dhaka contacted by the DIRB to research the above-mentioned questions. According to The Law Associates:

First of January, 1996, was not a public holiday in Bangladesh, therefore the Dhaka City Corporation (Nagar Bhaban) was open on that particular date. It is quite possible that the extract from the Registrar of Birth (Rule 21) ... could have been issued on that date. The issuing date of the birth certificate and the registration of birth are not the same thing but these two dates could be the same or different. On the 1st of January, 1996, 13 births were registered and their serial nos. are 6301-6313 (10 Nov. 1996).

This Response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
