Name of the Secretary of Public Security of the Federal District of Mexico; whether Marcelo Luis Ebrard Casaubon was ever Secretary of Public Security of the Federal District in Mexico in the last four years and whether he was ever a member of the Chamber of Deputies of Mexico (2003-2004) [MEX43110.E]

According to the Website of the Public Security Secretariat of the Federal District of Mexico (Secretaría de Seguridad Pública del Gobierno del Distrito Federal de México), Marcelo Ebrard Casaubon has been the Secretary of Public Security since 18 February 2002 (Mexico n.d.a). In the section of the Website containing the speeches made by Secretary Marcelo Ebrard Casaubon, his most recent speech is dated 14 April 2004 (ibid. 14 Apr. 2004).

A document published in 2002 by the Legislative Assembly of the Federal District (Asamblea Legislativa del Distrito Federal) identified Marcelo Ebrard Casaubon as Secretary of Public Security of the Federal District of Mexico (ibid. 12 December).

More recently, an 8 November 2004 article from El Universal indicated that Marcelo Ebrard Casaubon is still the Secretary of Public Security of the Federal District.

Two documents from the federal Chamber of Deputies of Mexico specifically indicated that Marcelo Ebrard Casaubon has been one of its members in the past (Mexico 12 Oct. 2000; ibid. n.d.b). These documents did not, however, specify the time period when he was a deputy.

This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim for refugee protection.
