Can a person born in Kuwait, from Iraqi parents, become a Kuwaiti citizen? Is this person required to serve in the Iraqi army? [IRQ0833]

According to External Affairs, Kuwaiti citizenship is acquired by being born to Kuwaiti parents; those born of foreign parents cannot acquire Kuwaiti citizenship. Regarding liability for military service in Iraq, please see the attached response on the subject.
