According to a consular officer at the Embassy of the United Arab Emirates in Ottawa, a person who holds residence status can work for the Dubai police force in many capacities, including constable, but not as a high-ranking police officer (14 Aug. 2002). The consular officer stated that the Dubai police force does have employees who are not citizens of the United Arab Emirates, but that all positions above the rank of constable are reserved for citizens (ibid.).
This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
