According to the Estonian Consulate General
in Toronto, a "stateless" person who left Estonia in 1992 would
have to re-apply for a residence permit through an Estonian
consular office in order to reacquire "the right to return to live
in Estonia" (16 June 1994).
Information received by the Helsinki office
of the International Organization for Migration (IOM) from official
sources in Estonia indicates that the above-mentioned category of
persons would have the "right to apply" for a new residence permit
through an Estonian diplomatic mission (15 June 1994).
