1) Information on the Issa-Gadabursi People's Movement; 2) Information indicating that the Issa-Gadabursi People's Movement became the Issa-Gurgura People's Movement [ETH11057]

1) Other than a brief mention of the Issa and Gadabursi People's Movement in The Indian Ocean Newsletter of 13 July 1991, a copy of which is attached, additional information on the Issa-Gadabursi Movement is currently unavailable to the IRBDC in Ottawa.

2) Information on the Issa-Gurgura Movement is contradictory. According to The Indian Ocean Newsletter (27 July 1991), the Issa and Gadabursi People's Movement became the Issa and Gurgura Movement. At a conference held in Addis Ababa however, the Issa and Gurgura Movement was reportedly represented by two civil servants employed in the Djiboutian government. "Once they had realized the movement's fraud, the Ethiopian leaders expelled the two representatives from the conference" (Ibid.). The Indian Ocean Newsletter of 18 January 1992 reports that representatives of the Gurgura community held a conference in Addis Ababa in January during which it was decided that the Gurgura should have separate representation in the Ethiopian parliament. This source further states that before the conference, the Gurgura were part of the Issa and Gurgura Liberation Front (IGLF) but it is not clear from the literature whether this organization is the same as the Issa-Gurgura Movement.

A representative of the Embassy of Ethiopia in Ottawa stated during a telephone interview with the IRBDC (22 June 1992) that the Issa-Gurgura Movement is represented in the present coalition government of Ethiopia. Although he was unable to provide information on the Issa-Gadabursi People's Movement, the representative emphasized that the Issa-Gadabursi People's Movement and the Issa-Gurgura People's Movement are different organizations representing the same Afar constituency. Additional and/or corroborating information is currently unavailable to the IRBDC in Ottawa.
