IRB – Immigration and Refugee Board of Canada (Author)
Very little information could be found on the Walaldone among sources consulted by the Research Directorate. According to a representative of the Catholic Immigration Centre in Ottawa, the Issa in Djibouti are divided among two sub-clans, the Dalol and the Abgal (27 June 2002). The Walaldone are a sub-sub-clan belonging to the Dalol sub-clan (ibid.). The representative stated that she was unfamiliar with their current or traditional allegiances, but that there are regular power-struggles among competing sub-clans of the Issa clan for political supremacy (ibid.).
In December 2000, the government in Djibouti was dominated by the Issa clan, in particular president Ismael Omar Guelleh's Mamaasan sub-clan (The Republican 30 Dec. 2000). As of 24 June 2002, Guelleh was still president of Djibouti (AllAfrica.com 24 June 2002). No information on the Walaldone's allegiances, relations with the government or other clans, population size or geographical location could be found among sources consulted by the Research Directorate.
This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum. Please find below the list of additional sources consulted in researching this Information Request.
