Information from the Association africaine de défense des droits de l'homme (ASADHO) on the activities of the Ligue nationale des élections libres et transparentes (LINELIT) under the Kabila regime [RDC31311.E]

No information was received from the Association africaine de défense des droits de l'homme (ASADHO) on the activities of the Ligue nationale des élections libres et transparentes (National League for Free and Transparent Elections, LINELIT) within the Research Directorate's research deadlines.

However, LINELIT publishes a bimonthly newsletter called Le Scrutin (the ballot). The attached article of Le Scrutin describes LINELIT as an NGO which specializes in electoral and human rights issues (Feb.-Mar. 1998, 15). Educating the Congolese population on the electoral process and promoting human dignity are it's major aims. LINELIT does so by [translation] "making its views public through the press, posters, theatre and Le Scrutin, and organizing public debates, conferences, seminars to train election observers and facilitators for the promotion of democracy (ibid.)."

A representative of a Montreal-based non-profit organization called Développement et paix, which sponsors development projects in Latin America, Asia and Africa, including the Democratic Republic of Congo, stated in a 9 March 1999 telephone interview that LINELIT is one of the many organizations that strive to improve the social and human rights conditions of the people in the DRC.
