Information which could provide a definite
answer to this question could not be found among the sources
currently available to the IRBDC. Sources consulted include the
currently available publications on foreign constitutional and
civil legislation and the departments of External Affairs and
Employment and Immigration Canada.
Panama has no diplomatic representation in
Canada, and the Panamanian diplomatic representation in the United
States is currently staffed by volunteers who could not provide a
definite answer. However, official staff -who may be able to
provide an answer to this question- is expected to arrive by the

As stated in the response to your
Information Request 4229, the UNHCR office in Washington sent us an
article referring to Chinese in Panama. Please find attached the
article, "Noriega Associates Sold Panamanian Passports" (The
Washington Post, 3 February 1990), which refers mostly to the
situation of Chinese who recently migrated to Panama.
