Information on the discovery of an international stolen vehicle scandal involving a Colonel Cabrera and/or a Pedro Murillo in 1994 could not be found among the sources consulted by the DIRB.

At least two sources name a Colonel Arnoldo Cabrera as an active chief of police in northern Honduras in or about 1994. A Miami Herald article of 20 August 1994 describes him as the "police chief in the northwestern region." Central America Report refers to him in a 29 May 1995 report as a "police chief in northern Honduras," accused by an Ad-Hoc Commission for the Prevention and Fight Against Violence and Crime "of being both incapable and an accomplice in impunity," adding that "[i]n particular the commission expressed its concern about the appearance of paramilitary groups...disbanded in early April" (7). In its 9 June 1995 issue, Central America Report states that "Colonel Arnoldo Cabrera, number two in the Public Security Force (FUSEP) has been removed from his post just weeks after he was severely criticized by the Ad-Hoc Commission for the Prevention and Fight Against Violence and Crime" (8). However, none of these reports refers to his involvement with international stolen vehicles.
