“Serbia and Montenegro: Heavy rains in April and melting snow in the Carpathian Mountains of Romania, caused the river Tamis on the Romanian/Serbian border to rise rapidly. As a consequence, on 20 April flood waters spilled over river banks and broke the dikes on the Romanian side of the river, flooding the area of Jasa Tomic village in Serbia. The village, in the municipality of Secanj, in eastern Vojvodina province, has 2,996 inhabitants, of whom 60 percent are elderly and 40 percent depend on agriculture for their livelihood. Approximately 700 houses were flooded and 130 destroyed.” (Reliefweb, 6. September 2005)
“Serbian Minister of Capital Investment Velimir Ilic, who is also heading up the government’s efforts to repair flood damage in Central Banat as its Crisis Centre President, visited the village of Jasa Tomic today to assess the reconstruction effort, which is now underway. Ilic said that the government is fulfilling its promise to reconstruct all the flood-destroyed homes in central Banat. "We have begun by repairing street infrastructure, and tomorrow we will start with the buildings themselves", Ilic explained and added that construction works in Medja will begin in a few days. According to him, the Zrenjanin construction company will begin constructing interim housing facilities that will serve as collective centres. "We will also honour the wishes of citizens who want their houses rebuilt in the same location as the old ones", the Minister said. The Serbian government has secured funds for the beginning of works and will use additional loans so that the houses can be completed by the beginning of winter, Ilic said of the situation. He explained that loans are being used so as not to burden the budget and reiterated that residents will not have to pay for the houses. According to Ilic, the plans have been completed for both general infrastructure and for the construction of the residential block, which will contain units that are 67, 80 and 110 square metres and will be given to residents according to the size of their original ones. All damaged street infrastructure will be made functional, and at the same time new infrastructure will be built in the village centre, Ilic said. Serbian Minister of Economy Predrag Bubalo, who visited the village of Jasa Tomic with Minister Ilic, pointed out that damages would be repaired during summer and autumn so that the residents will be able to move into their new homes by winter.” (Reliefweb, 30. Mai 2005)
The village of Jasa Tomic (3,500 people) in North-eastern part of Vojvodina, close to the Romanian border has been flooded by the Tamis river on 21 April due to a flood wave which came from Romania after the flood dams in Romania released under pressure of high water levels due to heavy rains. The flood wave came directly across the border flooding fields. The flooding wave reached the area rather quickly and according to reports on the national media there was no cross-border warning between the two neighbouring states. More villages in the municipality are under danger of flooding (Krajisnik, Medja) or partially flooded. The Army assisted in the evacuation of the population.
Approximately 100 houses collapsed. Most of the population found shelter with relatives in neighbouring villages, while 230 persons are accommodated in seven 7 collective shelters, six in the town of Secanj, and one in the town of Zitiste. The shelters are mainly school buildings and 1 hotel. The national, province and district public health institutes are monitoring the public health situation. [...] The water piping systems in Jasa Tomic, Medja and Krajisnik villages are closed (no water available in the pipes) as the systems are rather old and partly or fully covered by flood waters, thus exposed to risk of contamination. The population is provided with water from tanks and bottled water.” (WHO, 26. April 2005)
