It would appear from the attached articles
that the supply of electricity to the Jaffna has been sporadic over
the past few years. A report from October 1990 states that "there
has been no electricity in Jaffna for the past three months"
(Reuters 14 Oct. 1990). The condition persisted, according to a
February 1991 report which states that Jaffna had been without
"electricity or adequate food and food supplies for the last six
months" (The Guardian 7 Feb. 1991). In June 1992, The
Economist reported that Jaffna "carries on as normal: without
electricity ..." (6 June 1992, 80).
The DIRB in Ottawa has no further information on this subject at
the present time.
