In den ACCORD derzeit zur Verfügung stehenden Quellen konnten im Rahmen der zeitlich begrenzten Recherche kaum Informationen zum russischen Geheimdienst in Polen gefunden werden. Gesucht wurde mittels ecoi.net und via Google unter anderem nach den folgenden Suchbegriffen: FSB Poland "chechen asylum seekers", "FSB in Poland", "Russian Federal Security" Poland, "Russian Federal Security" Poland "chechen asylum seekers" OR "chechen refugees", FSB "active in Poland", FSB "against Chechen" Poland, "russischer Geheimdienst" Polen tschetschenisch, FSB persecute refugees Poland, FSB "persecution of refugees" Poland, FSB "persecution of asylum seekers" Poland, FSB "in Poland" "chechen asylum seekers" OR "chechen refugees", "chechen refugees in Poland" FSB

 

Die Presseagentur AXIS – Information and Analysis (AIA) berichtet in einer Analyse vom Mai 2006, dass der russische Geheimdienst auf polnischem Territorium sehr aktiv sei. Beispielsweise sei zwei Jahre vor Erscheinen des Berichts ein russischer Agent in einer Abteilung des polnischen Heeresnachrichtendienstes (WSI) verhaftet wurden:

„During the post-Soviet era the tension in the Polish-Russian intelligence front has only increased. Warsaw’s joining the NATO and the EU, participation of the Polish army in the American operation in Iraq, and also the support by the Polish government to the Chechen national movement and opposition in Ukraine and Belarus, have given Russia a pretext for putting Poland in the category of foes. The Russian intelligence has developed rather vigorous activity in the Polish territory. In this connection it is enough to recall the detention of a Russian agent in one of divisions of the Polish military intelligence (Wojskowa S³u¿ba Informacyjna - WSI) two years ago.“ (AIA, 9. Mai 2006)

In einem älteren Bericht vom Mai 2005 berichtet AIA, dass alle geheimdienstlichen Organisationen Russlands, darunter auch der FSB, sowohl im Staatsgebiet als auch vom Ausland aus gegen Polen arbeiten würden:

„At the same time, considering Russia’s expansion of the supply of energy to the West, gathering information on Polish power infrastructures was expanded and accelerated. Currently, the entire group of Russian intelligence community organizations work against Poland (directly on its territory, and abroad) – Foreign Intelligence (SVR), the main intelligence service of Joint Staff (GRU) and the Federal Security service of Russia (FSB), which includes the border guard service within its structure.“ (AIA, 27. Mai 2005)

Nach Angaben des US Department of State (USDOS) in seinem aktuellen Länderbericht zu Terrorismus (April 2008) habe die polnische Regierung bekannt gegeben, dass von tschetschenischen Flüchtlingen eine terroristische Bedrohung ausgehen könne:

„The Government of Poland continued to recognize that terrorist threats can emanate from two sources: traditional migrant groups entering Poland from the east, such as Chechen refugees who may become radicalized, but also from western neighbors who have previously experienced threats or attacks stemming from radical Islamic groups.“ (USDOS, April 2008, S. 84)
