A facsimile sent to the DIRB on 8 April 1996 by the human resources and training coordinator of the Asociatia Romana Anti-Sida (A.R.A.S.) in Bucharest states, "A suit taken by a person who contracted AIDS through medical negligence is a civil lawsuit and the court costs are paid by the part which gains the suit."
