According to the Travel Information
Manual, in December 1994 the United Arab Emirates had transit
restrictions and refuse admission to
1. nationals of Israel;
2. holders of a passport specifying Israel
(separately or included in a list of other countries) for which it
is valid or was valid;
3. holders of a passport with an entry
stamp or a visa (valid or expired) for Israel;
4. those foreigners holding a passport in
which the annotation is mentioned "The holder of this passport is
not permitted to take up employment abroad" (e.g. nationals from
India), even if holding an employment visa for the United Arab
Emirates;
5. stateless passengers, even if holding a
valid visa for the U.A.E.
However, they may transit without visa
provided they continue by same aircraft (Dec. 1994, 351).

According to an article in The Irish
Times,
Furthermore, the six countries, Saudi
Arabia, Kuwait, Qatar, Bahrain, Oman and the United Arab Emirates,
will soon allow direct mail services to and from Israel and the
entry of tourists and businessmen with Israeli stamps in their
passports. Foreign aircraft flying to and from Israel will also be
allowed to use their airspace (3 Oct. 1994).
