According to the Second Secretary at the High Commission for Pakistan, in Ottawa, the clause "Compulsory (premature compulsory due to no fault of the Officer)" applies to

officers who are compulsorily retired from [the] Army due to [a] weak record of service and officers seeking retirement at their own request after 20 years of service (29 Dec. 2003).

The Second Secretary added that colonels, or any officer ranking above a colonel, are not transferred to the reserves after they retire (HCP 29 Dec. 2003).
