Meaning of the two identical stamps in Arabic and French stating "cancelled" on a Palestinian travel document [LBN33100.E]

According to the Consul at the Embassy of Lebanon in Ottawa, the Palestinian travel documents with the word "cancelled" in Arabic or French simply means that it is no longer valid and that the holder has been issued a new travel document (15 Nov. 1999). When a document is cancelled the holder can keep it as a souvenir along with the new one. The Lebanese authorities do not cancel Palestinian travel documents without issuing a new one.
