Information on whether the Rights and Guarantees Commission of the Senate of Mendoza employed any unelected persons in 1993 and the name of the president of the commission between March and September 1993 [ARG21456.E]

The information that follows was provided by Dr. Alberto Montbrun, Senator of Mendoza for the Unión Cívica Radical (UCR) party and former president of the Rights and Guarantees Commission (Comisión de Derechos y Garantías) of the Senate of Mendoza in a 6 September 1995 facsimile sent to the DIRB.

Dr. Alberto Montbrun was president of the Rights and Guarantees Commission from 1 May 1992 to 30 April 1995. The Commission has a staff of only one secretary, who is responsible for keeping minutes of meetings, managing the assistance registry, preparing requests for reports and summoning the persons whom the Commission calls for its investigations. This secretary aside, the commission is comprised of senators: at present, two of the senators belong to the UCR, three belong to the Partido Justicialista (PJ or Peronista), one to the PAYS party and one to the Partido Democrata.

This Response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
