Information on the National Counterterrorism Directorate (DINCOTE) with reference to resignation procedures and possible penalties for desertion [PER17606.E]

According to an official at the Embassy of the Republic of Peru in Ottawa, the National Counterterrorism Directorate (DINCOTE) is a division of the Civil Guard, which in turn is one of three departments within Peru's national police force (1 June 1994). The organization has been actively involved in countering the Shining Path (BBC Summary 16 May 1994; ibid. 12 May 1994; ibid. 9 May 1994; Reuters 28 Apr. 1994). In January 1993 the organization was headed by General Carlos Dominguez Solis (Notisur 26 Jan. 1993).

The official at the embassy in Ottawa stated that resignation procedures and penalties for deserting from DINCOTE are the same as those that apply to all Peruvian police forces (1 June 1994). However, the official added that being an anti-terrorist unit, members of DINCOTE are subject to certain operational procedures which are unique to the force (ibid.).
