One of the national coordinators of the
Peace and Justice Service of Uruguay (SERPAJ-Uruguay) stated that
the organization had produced a letter earlier this year addressed
to a Canadian government department recommending that a particular
case be given special consideration for immigration purposes, on
what could be termed humanitarian and compassionate grounds rather
than on reasons of political asylum (3 Nov. 1994). The letter
explains the specific circumstances of the case (ibid.). The
coordinator added that this was done due to the exceptional
circumstances faced by the subject(s) of the letter, and that it is
certainly not a common or frequent SERPAJ-Uruguay practice
(ibid.).
This response was prepared after
researching publicly accessible information currently available to
the DIRB within time constraints. This response is not, and does
not purport to be, conclusive as to the merit of any particular
claim to refugee status or asylum.
