In May 1999, the Head of Customs Affairs at the International Tourism Alliance (Alliance Internationale de Tourisme, AIT) and the International Automobile Federation (Fédération Internationale de l'Automobile, FIA) warned organizations responsible for the issuance of international driving permits that

There are a number of companies and agencies advertising the sale of counterfeit "International Driving Permits" through the Internet. The clubs should warn their members to steer away from such offers as fraudulent documents may be confiscated and their holders fined. We also urge the clubs to issue a reminder to your authorities that any "International Driving Permit" issued by bodies other than those authorized by the national authorities is NOT a valid document and therefore should NOT be accepted for use as a driving license or identification document [emphases in original] (14 May 1999).

According to a document published in 1999 by the AIT/FIA entitled Associations Authorized to Issue International Driving Permits (IDPs), no organization in Nigeria has been authorized to issue international driving permits under the terms of the UN Road Traffic Conventions of 1949 and 1968.
