The attached Amnesty International report
provides detailed information on the KHAD and its departments.
Although it refers to the KHAD in the early 1980s, the attached
section of Afghanistan: A Country Study might be useful. The
attached Associated Press, Chicago Tribune and Washington
Post articles provide information on the activities of the KHAD
in the period January 1990 to April 1992.
According to Reuters, the new government of
Afghanistan, which came to power following the collapse of the
Afghan Communist regime in April 1992, abolished the KHAD soon
afterward (13 May 1993). However, a June 1992 Reuters report and
two November 1992 BBC reports state that the new Afghan government
re-employed most of the KHAD agents.
This response was prepared after
researching publicly accessible information currently available to
the DIRB within time constraints. This response is not, and does
not purport to be, conclusive as to the merit of any particular
claim to refugee status or asylum.
