Information on the process involved in the issuing of arrest warrants and "wanted" notices [GHA10596]

Information relating specifically to the issuing of arrest warrants and "wanted" notices is currently unavailable to the IRBDC in Ottawa. A Ghanaian Professor in the Department of Social Sciences at Bennett College, Greensboro, North Carolina, stated during a telephone conversation with the IRBDC
(14 Apr. 1992), that there is no clear-cut process involved in the arrest of those suspected of subversion or other crimes. He clarified that suspects are normally picked up in the middle of the night. This information is corroborated by an article published in Africa Events (Mar.-Apr. 1988). According to this source, agents of the Bureau of National Investigation (BNI) come at midnight (Africa Events Mar.-Apr. 1988, 14). The name of the culprit may or may not be published in the government-sponsored paper (Ibid.). For further information on this topic please refer to the attached document.
