On 5 May 2000 an official at the High Commission for the Republic of Kenya in Ottawa stated that an assault victim in Kenya cannot be denied medical treatment for not having a P3 form.
A representative of the African Medical and Research Foundation (AMREF), a health-care organization based in Nairobi stated in a 5 May 2000 letter that
A victim can first get treated at a hospital or clinic, then get a report from the doctor, and take the report to a police doctor who will then use this information to fill the P3 form.
If injuries are not serious, and a police station is close by, the victim may report to the police, make a statement, get a P3 form and proceed to a hospital or clinic. In very serious situations the police may escort the P3 holder to the hospital.
