According to an unofficial translation of articles 3 and 9 of the Nationality Law of the People's Republic of China, the PRC does not recognize dual nationality for any Chinese citizen, and any Chinese citizen who settles abroad and acquires foreign nationality automatically loses Chinese nationality. (This documentation was provided by the PRC Embassy in Ottawa.) In practice, the application of these articles is not currently available to the IRBDC. A spokesperson for the Department of External Affairs commented that the application of the articles varies from case to case and may depend on how the person concerned left the PRC and acquired their new citizenship.
