The attached copy of an earlier Information Request on this subject in French, states that "According to the Department of External Affairs in Ottawa, only a person born in Kuwait to Kuwaitan parents can acquire Kuwaitan citizenship. Person born in Kuwait to parents who are non-citizens cannot obtain Kuwaitan citizenship."
